Several instances have been stuck at “stopping,” and I’ve been unable to redeploy anything. I even tried to delete the entire app, but it won’t delete due to this and it says I can’t create another free tier app.

Triggered because service has been updated or redeployed
Service was hanging in the “Deleting” state. I’ve fixed it, and it’s gone now. Is this what you wanted? I can always restore it if you want that.
