It’s said at the docs that the hobby tier does not required adding a credit card, which involves a free web service and a free database instance. When I login, I’m asked to create an organization and then add a credit card and I cannot skip it anyway. Is there anyway to deploy the free web service without adding a credit card?

Hi there,
As mentioned in our documentation, to prevent fraud and abuse, a credit card is required for the Hobby plan in some locations. When on the Hobby plan, you will not be charged except to verify the card.
